He advises owners, developers, design professionals and general contractors in contract negotiations, preconstruction and project delivery, and he litigates complex construction, design, and surety-related disputes on both public and private projects. Mr. Wagner has significant experience on heavy-civil projects, including highways and other public infrastructure, as well as utility work.
