The Sacramento City Council voted 7-2 to approve the Local Hire and Community Workforce Training Program, which requires contractors working on city projects exceeding $1 million to allocate 50 percent of their total workforce hours to area residents.
The Sacramento City Council voted 7-2 to approve the Local Hire and Community Workforce Training Program, which requires contractors working on city projects exceeding $1 million to allocate 50 percent of their total workforce hours to area residents. The ordinance prioritizes Sacramento city residents, then Sacramento County residents, and then those in surrounding counties.
Additionally, 20 percent of the total hours logged by apprentices must come from people who reside in one of 11 economically disadvantaged zip codes and are either a veteran, woman, prior offender, welfare recipient, foster youth or homeless person.
Employees of nonunion contractors will only be able to work on these local hire projects by signing up at a union hiring hall.
