Skanska Announces Promotions for its USA Civil Operations
On April 28, 2025, Skanska announced the promotion of Steven Lunsford and Todd Chayet both as vice president and assistant general counsel for its USA Civil operations’ East and West regions, respectively.
Steven Lunsford has been promoted to vice president and assistant general counsel for significant areas of Skanska USA Civil’s East region, which includes projects in the Southeast and Mid-Atlantic (Maryland, Washington, D.C., Virginia, North Carolina and Florida) and the Northeast (New York, New Jersey, Delaware, Pennsylvania, Rhode Island, Massachusetts and Connecticut) business units. With over 10 years at Skanska and 17 years of experience in construction law and litigation, Lunsford has served as assistant general counsel for the Southeast region since 2014. His role has since expanded to support the Mid-Atlantic region, where he has become a trusted advisor and key business partner, playing a critical role in resolving major claims and negotiating contracts throughout the region. He holds Bachelor of Science degrees in economics and political science from the University of Utah and a Juris Doctor from the George Washington University School of Law.
Todd Chayet has been appointed to vice president and assistant general counsel for Skanska USA Civil’s West region. With nearly eight years at Skanska and over 23 years of experience in construction law, Chayet has played a crucial role as assistant general counsel for the Western region since 2017. He represents Skanska USA Civil’s west coast operations and supports the firm’s operations across the region in states such as Washington, California and Arizona. He holds a Bachelor of Arts in English from the University of California, Berkeley, and a Juris Doctor from Pepperdine University School of Law.
Frampton Construction Welcomes Two Environmental Health & Safety (EHS) Leaders
On May 5, 2025, Frampton Construction Company hired two accomplished environmental health and safety professionals to its safety leadership team.
Director of EHS & Risk Management Michael Brakefield, and Senior Manager of Safety Training & Development Jeremy Kitchens, bring decades of combined experience to the firm. Their addition will strengthen Frampton’s Future First safety culture, enhance the firm’s EHS training initiatives, ensure regulatory compliance across all projects and empower its trade partners.
Brakefield joins Frampton Construction with an extensive background in risk management and environmental health and safety leadership across diverse industries. Most recently, Brakefield directed EHS operations for a $500-million greenfield development of a magnetics manufacturing facility, overseeing all aspects of EHS and risk management. At Thorne HealthTech, he launched and scaled a formal EHS program for over 700 employees across five locations nationwide, achieving a more than 50% reduction in injury rates within nine months and significantly lowering OSHA recordable rates through innovative programs and best practices.
Jeremy Kitchens brings a results-driven approach to Frampton’s EHS training and development programs, backed by a strong military and civilian career in the nuclear and data center industries. Kitchens most recently served as environmental health and safety communications and special projects manager for Google’s global data center fleet, where he developed and implemented comprehensive EHS awareness programs across 32 sites on four continents. His leadership encompassed the creation of multimedia safety campaigns, mobile safety applications, targeted risk mitigation strategies and vendor contract negotiations, as well as EHS budgets.
