Gov. Holcomb Signs Funding Package for Major Indianapolis Projects

Indiana lawmakers removed a provision in the state law that mandated project labor agreements (PLAs) on jobs affiliated with the Marion County Capital Improvements Board.

As part of Senate Bill 7, a large legislative package that will provide funding to the Marion County Capital Improvements Board (CIB), Indiana lawmakers removed a provision in the state law that mandated project labor agreements (PLAs) on jobs affiliated with the CIB. While removing this statute related to government-mandated PLAs does not apply to all publicly financed projects across the state of Indiana, it does cover multi-million-dollar projects managed by the CIB, including Lucas Oil Stadium, Bankers Life Fieldhouse, the Indiana Convention Center and Victory Field.

The provision also covers construction of the new Indy Eleven Stadium, a venue that will host the city’s professional soccer franchise, and a $550 million mixed-use development associated with the stadium.

Gov. Eric Holcomb signed the law on April 29 and it takes effect immediately.
